Status of ratification

No. A referendum is necessary for ratification and a simple majority of the electorate is required. This has not been scheduled but is expected in 2023 or to be held concurrent with the Local and European Elections in 2024.

No draft implementing legislation for UP/UPC has been published. The UPC referendum will dictate the legislative timeline.

Ireland has signed neither the UPC Agreement's Protocol on provisional application (PPA) nor the Protocol on Privileges and Immunities (PPI). This is pending the outcome of the referendum which is still to be scheduled.
