The European Commission has published a Recommendation encouraging Member States to swiftly appoint, or at least identify, their Digital Service Coordinators (DSCs) who will oversee enforcement of the Digital Services Act (DSA) at national level.

Under Article 49 of the DSA, Member States have a deadline of 17 February 2024 to designate a competent authority as their DSC. This is the date when the new Regulation will apply to all intermediary service providers such as social media, hosting service providers, online marketplaces, app stores and collaborative economy platforms.

So far, only a small number of Member States appear to have designated their DSCs, including:

Czech Republic: Czech Telecommunication Office (CTU)
France: Regulatory authority for audiovisual and digital communication (ARCOM)
Germany: Bundesnetzagentur (BNetzA - Federal Network Agency)
Hungary: National Media and Infocommunications Authority (NMHH)
Ireland: Comisiún na Meán (Media Commission)
Lithuania: Communications Regulatory Authority (RRT)
Netherlands: Authority for Consumers & Markets (ACM)

In addition, a number of other Member States are expected to designate the following authorities in the coming months:

Austria: KommAustria (Austrian Communications Authority)
Cyprus: Cyprus Radio Television Authority (CRTA)
Belgium: Belgian Institute for Postal services and Telecommunications (BIPT)
Denmark: Danish Competition and Consumer Authority
Finland: Finnish Transport and Communications Agency (Traficom)
Greece: Hellenic Telecommunications & Post Commission (EETT)
Italy: Italian Authority for Communications Guarantees (AGCOM)
Luxembourg: Autorité de la concurrence
Malta: Malta Communications Authority (MCA)
Poland: Office of Electronic Communications (UKE)
Romania: Autoritatea Națională pentru Administrare și Reglementare în Comunicații (ANCOM)
Slovakia: Council for Media Services (CMS)
Slovenia: Agency for Communication Networks and Services of the Republic of Slovenia (AKOS)
Sweden: Swedish Post and Telecom Authority (PTS)
Spain: Spanish National Markets and Competition Commission (CNMC)
