Yesterday, 30 November 2016, the European Commission published its long-awaited 4300+ page "winter package" of proposals for a "consumer centred clean energy transition", together with supporting analysis. 

It proposes significant revisions to the 2009 third package of electricity liberalisation legislation, together with proposals for revised rules on renewable energy, energy efficiency and eco-design principles.

A key element of the package is a revised electricity market design, intended to create a level Europe-wide playing field for participation by renewable energy. It sets out proposals for non-discriminatory markets, for cross-border participation in support mechanisms for renewable electricity and for the provision of capacity to ensure system adequacy. It also encourages active consumer involvement in electricity markets.
