Elliot Levy

I am an associate in Bird & Bird's projects team, supporting public and private sector clients with their procurements and major projects.

Previously, a documentary filmmaker and events producer, I have a keen interest in major projects, infrastructure and the built environment.

I trained and qualified at Bird & Bird in August 2025, and my public procurement experience so far has focused on the design and delivery of critical government initiatives in the UK, UAE, Bahrain, Jersey and Iceland.

As part of a leading team in the highways and infrastructure sector, I have supported Hertfordshire County Council's multi-procurement highways programme and regularly work with Liverpool County Council (LCC) to support the planning and strategy of their long-term highways programme.

In parallel to our work supporting LCC's series of highways-related procurements, we are a core member of an LCC-led consortium for the ADEPT Live Labs 2: Decarbonising Local Roads in the UK programme. As the only legal firm involved in the core team of any Live Labs 2 project, we are proud to support LCC on its transformative journey and we are incredibly excited to participate in one of the UK's most ambitious and collaborative decarbonisation projects. I played an important role in the design and development of the toolkit for ADEPT's Live Labs initiative – including drafting sections of the toolkit focused on efficient and compliant procurement in the context of highways projects.
