Anna Maria Rennen

Since 2014, I have been a specialist public procurement lawyer working as part of our international Regulatory and Administrative Practice Group in Düsseldorf, where I am an associate, supporting clients with advice and my comprehensive knowledge in public procurement, privatisation and European law. In addition, together with my colleagues, I am one of the most recognised specialists in this field in Germany. Since 2019, I have also been advising on the interface between public procurement law and offences against competition, in particular compliance and investigation.

I mainly conduct complex procurement procedures in the sectors of IT, public health, transport, defence and public security. My expertise in the IT sector lies in infrastructural and innovative large-scale projects, as I advise in all phases from procurement itself to project controlling including managing defaults and execution. Besides legal consulting, I provide strategic and prospective consulting, which is often necessary given the significance of the projects.

In the field of procurement by entities operating in the water, energy, transport and postal services sectors, I advise several public utilities, and facilitate the formation and execution of (public) contracts. I also have a specific focus in contracts with transportation contents.

In response to the energy transition, I have supervised early innovative and ground-breaking projects in the fields of production, transport, storage and sale of renewable energies.

Since 2019, I have also focused on the interface between public procurement law and offences against competition, and I have advised on the effects of legislative changes in procurement practice. These changes are mainly the establishment of a competition registry as well as the draft law to strengthen sanctions against legal entities. In this context, I coordinate and conceptualise compliance structures and projects for corporations.

In addition to my practice as outlined, I regularly give lectures, trainings and workshops in the field of public procurement, inter alia on recent decisions on procurement law, tenders in the field of IT, trainings on the basics of procurement, as well as on specific projects.
