Marcos has strong expertise in the public sector field with a specific focus on complex public projects.
Marcos is an associate in the Public Law team based in our Paris office.
Specialising in Public-Private Partnerships, Marcos intervenes particularly in matters concerning telecommunications (powers of public authorities and public network), public infrastructure projects and the transport (rail and port) sector. He has also acquired extensive knowledge of delegation of public service (DSP), occupation of the public domain, public service deregulation law, public project financing law and state aid rules.
Marcos graduated from the University of Panthéon-Sorbonne (Paris I) and holds a postgraduate degree in Public Business Law and Public Litigation. Marcos has been a member of the Paris Bar since 2009.
He is also a tutor in Administrative Law at the University of Panthéon-Sorbonne (Paris I).
Marcos speaks French, English, Portuguese and Spanish.
