He specialises in commercial, public and procurement law, giving expert advice to public authorities and private companies in the fields of defence, security, traffic & transport, aerospace, research & development on all legal issues, especially information technology, telecommunications, procurement, public and contract law, foreign trade, export controls and compliance.
Guido studied law and economics and, after his legal clerkship, worked for a large, highly reputed Europe-wide company, where he advised the industrial audit and certification department on legal matters and monitored major projects in transport and infrastructure, especially within the scope of planning approvals.
Guido primarily advises public authorities and companies, particularly on major infrastructure projects in telecommunications and IT sectors. He specialises in federal and state-level public procurement procedures concerning the assembly and operation of digital radio and defence technology for German security authorities, projects for the modernisation of the public data network as well as numerous proceedings for the introduction of the electronic health insurance card including the build-up and operation of telematics in the German health sector, advising in administrative and contractual law.
In addition, he advises companies and government agencies on privatisation and deprivatisation, national and EU subsidies as well as public business and administrative law issues.
In addition to contributing to seminars and lectures, Guido also publishes judicial essays on public and procurement law.
