Alexander knows and understands the challenges and developments in public procurement law and advises on public regulatory, social, health and European law issues.
Alexander is a member of our Regulatory & Administrative Practice Group and our International Healthcare Sector Group.
Alexander advises private companies as well as the public sector on matters of public regulatory law. He specialises in contemporary issues such as allowance contracts in relation to pharmaceutical products and medical aids and advises on matters of public procurement and European law. Alexander's other areas of focus are public currency law and regional rail transport.
From 1998 to 2003, Alexander studied law at the Universities of Bayreuth and Muenster. At the University of Bayreuth, he acquired additional qualifications in economics. Before and during his legal clerkship, he worked at the European Parliament in Brussels and Strasbourg as well as at the State Chancellery of North Rhine-Westphalia. After having completed his legal clerkship, Alexander completed his doctorate at the University of Muenster writing his dissertation on European and Public International Law. Following graduation, he worked for an international law firm in the sector of public procurement and local law. Alexander joined Bird & Bird in August 2007.
Alexander is a regular contributor to conventional and online legal publications and a lecturer at seminars on public procurement matters. Alexander and Jan Byok are editors of the book “Digital Health”.
