Stage of legislative progress

In November 2020, the Secretary of State for Digital Progress (Ministry of Economic Affairs and Digital Transformation) announced a  public Draft General Law on Audiovisual Communication", consultation with the aim of giving a public hearing to citizens and collecting additional allegations that may be made by other persons or entities, in relation to the text of the Draft General Law on Audiovisual Communication. The deadline for submitting allegations ended on 3 December 2020, and nothing about the Draft of the Act mplementing the AVMSD has been announced since then by the Spanish government.

Additionally, at the beginning of January 2021, the National Commission of Markets and Competition - as part of its consultative powers in the process of drafting regulations that affect the scope of its competences - published a report on the "Preliminary Draft of the General Law on Audiovisual Communication" on some points of the Draft Law that should be reviewed before its final approval.

National particular circumstances

Spain is one of the Member States to which the European Commission has opened a sanctioning procedure for failure to transpose the Audiovisual Media Services Directive. At present, there are no reports that Spain has made any allegations in the sanctioning procedure.
