Seminar 1: Market manipulation
In only five months' time, national energy regulators in the EU will be given powers to enforce new rules on energy market abuses, including insider trading and market manipulation.
Recent press reports alleged widespread manipulation of GB wholesale gas prices. Meanwhile, in the US, Barclays, J.P. Morgan and Deutsche Bank face allegations of manipulating electricity markets, with Barclays facing a potential $470 million fine. What are the current and proposed enforcement options in this area, and how will regulators assess suspected abuses? Will we see cases like Barclays in the EU?

• Peter Willis is a partner in Bird & Bird's international EU & Competition team, with particular expertise in advising on complex competition and regulatory issues in the energy sector.
• Shaun Ledgerwood is a Senior Consultant at the Brattle Group, and as a former economist in the enforcement team at the US Federal Energy Regulatory Commission, he brings valuable insight into the way in which the FERC has conducted enforcement activities in this area.
