Raquel Ballesteros joined Bird & Bird in November 2005, and is head of the Regulatory and Administrative Group in Spain. She was also a member of the Madrid founding team.
Raquel holds a degree in law with Special Distinction (Premio Extraordinario) from the University of León and a Master in Health Law from the Complutense University of Madrid. She is also a Member of the Spanish Health Law Association. Before joining Bird & Bird, Raquel worked for two renowned Spanish law firms: Uría & Menéndez (1995-1997) and Cuatrecasas (1997-2005).
Raquel specializes in contentious and non contentious counselling in a wide range of Regulatory and Administrative Law matters, including public procurement, sanctioning proceedings, compulsory purchases proceedings, strict liability claims against the Administration, zoning law, harbour law, postal law, environmental law, municipalities law or privacy and confidentiality law (data protection).
Raquel has extensive experience in the Health Sector, advising a large number of medical and pharmaceutical companies on regulatory matters (pricing, telemedicine, research, clinical data protection, biotechnology, clinical trials…), as well as contentious proceedings before the Courts (product liability of medicinal products, medical devices, or food - tobacco -, medical and pharmaceutical malpractice, challenging the awarding of public contracts for the provision of medicinal products and medical devices…).
She also specializes in the Energy Sector, providing regulatory advice in project finance, particularly for renewable energy installations (photovoltaic energy), and speaks at conferences and publishes articles on this topic.
Raquel lectures at the International Master of Health Law course organised by the “Universidad Europea de Madrid” as well as at other courses and conferences related to her areas of interest.
