Hazel Grant

Hazel specialises in information technology projects, including PFI and PPP ventures. Hazel's work regularly involves advising on public procurement, the licensing of software and databases and data protection. Hazel's clients range from central government departments to web retailers and global professional partnerships.

Hazel Grant is a partner in the Information Technology Group at Bird & Bird. She qualified as a solicitor in 1992, after completing a law degree at the University of Cambridge.

Hazel’s work regularly includes advice on public procurement for IT projects. She has acted for Central Government, Local Authorities and NHS bodies in a variety of IT system acquisitions, outsourcing projects and licensing arrangements. From 1996 to 1998, she was on part time secondment to CCTA (the Government’s Central Computer and Telecommunications Agency) where she advised on public procurement and contract law issues.

The PFI projects in which Hazel has advised include the Benefits Agency/Post Office Counters Limited project (bringing technology to Post Office and benefits payments), the Employment Service infrastructure partnership project (ITPP), the UK Passport Agency data capture project and supply and personalisation of passports project and HM Land Registry’s infrastructure outsourcing project.

In PFI projects such as those listed above, Hazel advises on all stages including public procurement compliance, negotiation of contracts and the evaluation process. She also advises on ongoing contract management issues, including negotiating and drafting changes.

Hazel speaks regularly on legal issues, including those relating to outsourcing projects and the protection of personal data. She is an author of the loose-leaf work, the Encyclopaedia of Data Protection and a contributing editor to the Encyclopaedia of IT Law.
