Dr Hermann Rothfuchs, a qualified administrative lawyer, joined Bird & Bird in August 2007 and is a member of both the International Public Procurement and Energy & Utilities Groups. He specialises in procurement, construction, energy and privatisation.
Hermann’s client base includes medium sized companies especially in the fields of construction, electricity, transportation and property development as well as counties, cities and local municipalities.
He advises both public entities and bidders in national and international procurement bid challenges including the structuring of bids and compliance with public tender requirements, the negotiation of contracts, the preparation of the transaction documentation and tender submission, the conduct of bidding procedures and subsequent contract management. Hermann also represents his clients in review proceedings including the filing of and defending against review applications on an administrative and judicial level.
In addition, Hermann is an experienced consultant in the multi-faceted fields of planning, contracting, facility management and real estate. In this context, aspects of construction, environmental and energy law as well as securities by property are crucial.
Hermann also focuses on the area of privatisation with all concerns to federal, state, district and budgetary regulations.
Hermann studied law in Tuebingen, Goettingen, Berlin and Brussels. Subsequent to his internship he worked as a scientific assistant at the Lower House of the German Parliament in Berlin. In 1998 he completed his doctorate degree in law at the University of Goettingen and was appointed qualified administrative lawyer by the Berlin Bar Association in 2006.
Hermann is a regular contributor to legal journals and publications and a frequent lecturer for Construction and Administrative Law at various institutions.
