Paul is recommended for his expertise in telecoms and media law, particularly for litigation against regulators.
Paul is a counsel in our Commercial, Regulatory and Data Protection Practices and is based in The Hague.
He is particularly known for his administrative litigation work for large telecom operators and media enterprises (including games of chance providers). With more than 15 years of experience, Paul has worked closely with, and built excellent contacts at the Dutch Authority for Consumers and Markets (ACM), the Telecoms Agency (AT), the Dutch Media Authority (CvdM), the Dutch Data Protection Authority (CBP) and the Dutch Games of Chance Authority (KSA).
Paul has represented large telecom operators in appeal proceedings against ACM's market analysis decisions concerning mobile and fixed termination tariffs (MTRs/FTRs), unbundled local loop (ULL) and wholesale broadband access (WBA). Other subjects of expertise are net neutrality, interconnection, interoperability and frequencies. In addition, Paul advises (and litigates for) national broadcasters on media law related obligations and also publishes and lectures regularly on these subjects. He is also a member of our Tech & Comms, Media and Life Sciences Groups.
Paul was admitted to the bar in 2000. Before joining us in 2015, Paul worked at another top tier law firm in the Netherlands.
Paul is a member of the Dutch Associations for Media and Communication Law (VMC), Information Technology and Law (NVvIR) and Pharmaceutical Law (VFR). Paul is co-author of the only comprehensive legal manual on the Dutch Telecoms and Data Protection Act (Kluwer Tekst & Commentaar Telecom- en Privacyrecht – 5th ed. 2015).
