Hermann combines his outstanding legal expertise in the field of energy and utilities with an awareness of the regulatory and political environment.
Hermann is Counsel in the International Energy and Utilities Sector Group, and also a member of our Regulatory and Administrative Practice Group. Before joining Bird & Bird, Hermann was a partner at a German law firm specialised in building and procurement law.
Hermann’s expertise covers energy, regulatory and construction law as well as environmental, procurement and privatisation law. His client base ranges from public bodies, municipal utilities and energy supply companies to (general) contractors, developers and operators of plants.
His deep understanding of the legal challenges related to the planning, construction and operation of both energy power and energy storage plants, including details of grid connection and rights of way (concession agreements), is complemented by his in-depth knowledge of other infrastructure facilities.
Hermann is a specialist advisor in the field of public procurement law. If a public body is considering transferring its duties to private parties, Hermann can highlight the opportunities and restrictions that arise with such a transferral. Furthermore, he advises on administrative procedures issues with respect to potential violations of applicable legal frameworks (e.g. environmental regulations, electromagnetic compatibility etc.).
Hermann studied law in Tuebingen, Goettingen, Brussels and Berlin (internship), where he focussed his dissertation on European Community Law and was awarded a scholarship. He then completed his doctorate degree in law at the University of Goettingen. Following this, he worked as a scientific assistant at the Lower House of the German Parliament (Deutscher Bundestag) in Berlin. He is a regular guest speaker at seminars and conferences on energy law, public procurement law and administrative procedure law.
