Andrzej is a Senior Associate in the Energy & Utilities group, in Warsaw.
Andrzej has gained substantial experience having working for over eight years as in house counsel for the Polish Energy Regulatory Office.
His energy expertise includes advising on key energy regulatory matters including licensing, tariffs, renewable energy sources and cogeneration, grid connection matters (e.g. wind farm projects), use of Third Party Access, regulations regarding transmission and distribution networks, granting operators certificates of independence, issues related to early termination of long-term contracts for the sale of electricity and electricity, guarantees of origin. Andrzej conducts negotiations, drafting and reviewing multiple energy sector contracts regarding power companies, utilities, fossil fuels, renewables. He also advises on public procurement law matters, including preparing public tender documentation and participating in tender procedures.
In addition, Andrzej represents client in litigation processes related to the energy industry before common courts, administrative courts and the Supreme Court and legislative processes related to the energy sector.
Andrzej has coordinated projects co-financed by the European Union under the European Social Fund and the Norwegian Financial Mechanism. He has extensive experience in labour law, social security and administrative procedures, which he gained while working for the Polish Social Insurance Institution.
He also gained professional experience working for the Warsaw District Court, the Warsaw District Prosecutor's Office, and in private legal practice.
Andrzej is the author of numerous publications and has lectured on energy law and administrative procedures. He graduated from the Faculty of Law and Administration at the University of Warsaw.
