Bird & Bird Advises on Unique Housing Corporation System

17 March 2003

Innovative web-based funding application system takes off

International law firm Bird & Bird has been working with The Housing Corporation on a new approach to funding for Local Authorities and Housing Associations. The Housing Corporation processes £50-70m of financial support applications every day.

The new approach to contracting was unusual in two ways. Firstly it was based on a rental from an ASP (application service provider) rather than a licensing arrangement, bringing major development, infrastructure and cost benefits. Secondly, unlike many previous schemes, this approach was extensively piloted to eliminate the teething problems normally associated with outsourcing. The Housing Corporation has signed a five-year deal with Elonex plc.

Dr. Norman Perry, CEO of the Housing Corporation commented: “This is an exciting and important move for us and a prime example of the use of e-business in public service provision. We were very pleased with the contribution from Bird & Bird; we have worked with them for many years and know that they understand our business.”

Howard Rubin, partner in charge of the project at Bird & Bird added: “We were very pleased to be invited to work on this exercise with the Housing Corporation. It was an exciting and challenging approach; however we have a great deal of experience of working on novel IT and e-commerce based initiatives.”
