Michel has been a partner in the EU & competition law group at Bird & Bird in Paris since November 2007. He has studied at HEC, ENA and Sciences-Po Paris, and holds a DEA master's degree in comparative law (University of Paris II).From 1997 until 2006 Michel worked for the Ministry of Economy and Finance and the Ministry of European Affairs. As an adviser to the private office of the ministry of European affairs, Michel gained experience with European institutions: negotiation of several EC regulations and directives, informal discussions with the Commission, preparation of Council sessions for the internal market. Michel was active on a wide range of issues relating to the WTO, the internal market and competition law. More recently, Michel headed the antitrust unit of the French Office of Fair Trading (DGCCRF) in the Ministry of Finance (2002-2006). Working as an enforcer of competition law, Michel has managed a considerable number of in-depth antitrust investigations. He also developed specific experience in litigation as he had to develop the views of the DGCCRF in all the competition cases before the Paris Court of Appeal, noticeably in the prominent cases filed by Neuf Cegetel against France-Telecom relating to the unbundling of the local loop. Michel was the French representative in several EC competition working groups, in particular those in relation to the reforming of EC Treaty article 82 (abuse of dominant positions) and the enhancement of private actions based on antitrust law. Michel is a recognised specialist in the law related to anti-competitive practices and has further developed an extensive practice in all the areas of EC and competition law. Michel has been developing an extensive practice in EU & competition law at Bird & Bird since 2006. He advises the main new entrant on the French market of electricity and gas, managing numerous litigation cases against EDF and GDF at the national level as at the EC level. He is also much involved in the telecommunications sector. Recently he filed an appeal before the Court of appeal for a mobile operator sanctioned by the French competition council. He is also currently managing a state aid case for a major local authority willing to implement a very high speed internet network. Michel is a member of the board of AFEC (French Association for Competition Studies). Michel is the author of several contributions published in Revue Concurrences.
