Dr Jan Byok specialises in cartel, public procurement, competition, com-munications and IT law. He and his team are amongst the most recognised specialists in public procurement law in Germany.
Jan has an in-depth understanding of the IT and communication sectors, public services (water, energy, disposal), traffic systems, (ÖPNV, SPNV) transport and logistics, in addition to privatisation and outsourcing (e.g. Travequerung, BARVUS, City Hall Gladbeck).
He has advised on numerous outsourcing projects in North-Rhineland Westphalia (NRW), Hamburg, Thuringia, Lower Saxony, Schleswig-Holstein and Bavaria for public clients and retail consortia, e.g. the digital Communication Assoc. of NRW, Spüdok of NRW, ELS of Thuringia, BSZ of BW and BARVUS of NRW, as well as advising the German Military and associated businesses in privatisation activities and public procurement.
Jan is a regular contributor to legal journals and business publications. He is the Co-editor and author of the leading commentary on German public procurement law (Byok/Jaeger, Püblic Procurement Law (Vergaberecht), 2000) as well as a public procurement reporter for the Neue Juristische Wochenschrift (NJW; New Legal Weekly), where he last published under NJW 2004, 198 et seq.
In the current edition of JUVE Handbook 2004/2005 Jan is rated as one of the top lawyers for public procurement law.
Jan is a member of the Expert Advisory Counsel for Public Procurement Law for the North Rhineland-Westphalia Department of Commerce and Labour.
