Simone joined Bird & Bird in July 2008. His practice focuses on European community and Italian administrative regulation, with a strong emphasis on dispute resolution before administrative courts and authorities. He also has considerable experience in competition law.
Drawing on his understanding of regulatory and antitrust issues in the provision of public services, Simone has extensively advised companies in the infrastructure and concessions, energy, aviation, electronic communications and state aid sectors. He has also published several articles on administrative regulation and EC organisation (among the latest, Control of market power and pluralism: divergent tools in converging markets, in A. Castaldo, S. Da Empoli and A. Nicita (ed.), The Triple Convergence, Rome, 2008; The proceedings of the European Ombudsman, in Law and contemporary problems, 2005).
Prior to joining the firm, Simone worked at Libertini & Associati, a boutique firm focusing on public utilities regulation and antitrust, where he became partner in 2007.
Simone received a J.D. degree magna cum laude from the University of Rome “La Sapienza” and a LL.M. (Dean’s list) from Georgetown University Law Center (Washington, DC, U.S.A.). He also obtained a Ph.D. in administrative law from the University of Rome “La Sapienza”.
Simone has been a member of the Rome bar since 2000.
His native language is Italian, and he is fluent in English and in French.
